Government-Backed Solar Panels in 2026: 0% Loan and Up to 30% Compensation

0% now applies only in the first year: since February 2026 the state offers a loan of up to UAH 480 thousand for a solar power station at 0, 5 and 7% and pays off 20–30% of the debt. We break down the terms at Oschadbank and PrivatBank, the pros and cons, and the steps to apply.

In short

  • For a private house, the state offers a loan of up to UAH 480 thousand for up to 10 years, but 0% applies only in the first year. The second year is 5%, the third is 7%, and from the fourth year you pay the rate yourself: UIRD 3M + 7 pp. That is what Cabinet of Ministers Resolution No. 673, as amended on 31.07.2026, says.
  • In return, the state immediately pays off part of the debt: 20% for a generator, 25% for a solar station with a battery and a hybrid inverter, and 30% for such a station together with a generator.
  • The new terms have applied since 18 February 2026. Before that, from July 2024, the state covered the interest in full for the entire term. That still holds for loans taken out earlier.
  • Restrictions: a house of up to 300 m², household income of no more than ten average salaries, and no “green” tariff for this station.
  • For condominium associations (OSBB): a loan of up to UAH 3 million for 3 years and 50–70% compensation. However, the Energy Efficiency Fund is not accepting new grant applications: GreenDIM has been suspended since 4 April, and Energodim since 22 April 2026.

What the programme is

The official name is “Energy Loan for Homes” (Енергокредит для домівок). It is based on Cabinet of Ministers Resolution No. 673 of 7 June 2024, which has been amended nine times since. The money is lent by banks, and the state’s share is paid by the National Development Institution: that is the name, since 16 February 2026, of the former Entrepreneurship Development Fund (Resolution No. 203). The terms, banks and hotline number are on the energycredit.bdf.gov.ua portal.

The loan is not for the panels alone but for a backup power system. The government divides it into three packages:

  • G — a generator (diesel, petrol, gas or dual-fuel);
  • GB — a hybrid system: solar panels and/or a wind turbine of 1–10 kW, a hybrid inverter that works both with the grid and off-grid, and a battery of at least 1 kWh for every kW of panels;
  • SGB — a hybrid system together with a generator.

The takeaway is simple: a 5 kW station needs a battery of at least 5 kWh. Panels with only a grid-tie inverter do not qualify. And the maximum 30% is granted only when a generator is added to the station as well.

What changed in 2024–2026

WhenWhat changedDocument
July 2024Launch: up to UAH 480 thousand for 10 years, the state pays the interest in fullResolution No. 673
5 November 2025New mechanism: 30% of the loan principal instead of monthly interest compensation, house up to 300 m², no “green” tariffNo. 1407
16 February 2026Current scheme: 0/5/7% for three years and 20–30% principal compensation depending on the package; generators added to the programme. Banks have been lending under it since 18 FebruaryNo. 204
27 March 2026The bank only needs the seller’s total cost, without an estimate broken down by type of work. Principal compensation is transferred within three calendar daysNo. 396
29 July 2026Heating packages added: H (solid-fuel stove, loan up to UAH 250 thousand, 10% compensation) and H+ (20%)No. 979

The key point for anyone who has read about a “0% loan for 10 years”: those terms no longer exist for new loans. Full interest compensation remains only for contracts signed before Resolution No. 204.

Terms for a private house

  • Amount: from UAH 10 to 480 thousand, one loan per person and per property.
  • Rate: 0% in the first year, 5% in the second, 7% in the third. The bank charges a rate of up to UIRD 3M + 7 pp, and the state pays the difference for the first three years. From the fourth year, you pay the full rate. As an example, Ekonomichna Pravda calculated it as of 16 March 2026: 20.38% per year.
  • Fee: no more than 1.5% of the loan amount in total over the entire term.
  • Collateral: not required.
  • Who is eligible: the owner or co-owner of a private house, cottage or townhouse of up to 300 m² with its own electricity account. Also their first-degree relatives.
  • Income: the average monthly income of the borrower and their spouse over the last six months must not exceed ten national average salaries.
  • Obligations: within 180 days, submit an invoice or certificate of completion and a photo of the equipment with geo-coordinates. Then send such a photo every six months for as long as the contract is in force.

Oschadbank and PrivatBank: the difference

Both banks follow the same state rules. They differ in the term, borrower requirements and repayment schedule.

At the launch of the updated programme on 23 April 2026, Oschadbank reported that it issues 71% of all energy loans to individuals in Ukraine. Over the past year, the bank issued almost 8 thousand such loans worth over UAH 1.5 billion. Other banks set their own terms. According to Ekonomichna Pravda as of March 2026, Sense Bank lends for up to 5 years and to people aged 24–60. Ukrgasbank requires a 10% down payment and limits the house area to 250 m². Globus gives loans for up to 10 years.

What it really costs: an example

Take a hypothetical loan of UAH 400 thousand for a solar station with a battery (GB package). The calculation is ours and simplified: the principal is repaid in equal instalments, and the compensation arrives immediately after the purchase is confirmed.

  • One-off 1.5% fee — UAH 6 thousand.
  • 25% compensation — UAH 100 thousand, the debt drops to UAH 300 thousand.
  • If you pay off the rest within three years, at 0/5/7% the interest comes to roughly UAH 11.5 thousand.
  • If you stretch it over ten years and the rate is around 20% from the fourth year, the interest comes to roughly UAH 180 thousand. On its loan page, Oschadbank shows an effective annual rate of 25.52% (as of 27.10.2026).

So the programme pays off for those who can repay the loan within three years. Those counting on a long instalment plan will pay several times more. How much a 5 or 10 kW station costs now, we covered in our review of solar panel prices in 2026. Which panels to install — see our manufacturer ranking.

How to apply: step by step

  1. Choose the package. Make sure the station has 1–10 kW of panels, a hybrid inverter and a battery of at least 1 kWh per kW.
  2. Get an invoice or quote from the seller or installer with the total cost of the purchase and installation.
  3. Choose a bank from the list on energycredit.bdf.gov.ua and apply on the bank’s website or at a branch. Oschadbank asks for a passport, taxpayer ID number (RNOKPP), income statements for you and your spouse for 6 months, a marriage certificate and a property ownership document stating the house area. You also need a certificate of no criminal record, which you can get in Diia. Co-owners give written consent.
  4. After the check, the bank signs a contract with you and transfers the money directly to the supplier.
  5. Install the equipment. Within 180 days, submit an invoice or certificate of completion and a photo with geo-coordinates to the bank.
  6. The state will transfer the 20–30% compensation towards the debt within three calendar days of confirmation.
  7. Send a fresh photo of the station every six months. PrivatBank warns that you can lose the compensation if you are more than 30 days late with a payment, miss a confirmation or switch to the “green” tariff.

For condominium associations and housing cooperatives

  • “5-7-9%” loan: up to UAH 3 million for up to 3 years at 0, 5 and 7% in the first, second and third year. One generator, one solar station and one heat pump are allowed per building. The state promises to pay off 50% of the principal for a generator and 70% for a station or heat pump.
  • GreenDIM from the Energy Efficiency Fund — a grant after installation. For a generator — 50% of the cost, but no more than UAH 1 million. For a solar station or storage system — 70%, up to UAH 4 million. For a heat pump — 70%, up to UAH 2 million. Example: the Odesa condominium association Chornomor-6 applied on 25 February 2026 and by 25 March had received UAH 2.2 million of the UAH 3.2 million cost of a 60 kW station with 122.88 kWh of batteries. However, since 4 April the Fund has not been accepting new applications.
  • Energodim — up to 70% of the costs of insulating and upgrading a building. New applications have not been accepted since 22 April 2026: the programme is being adapted to Ukraine Facility requirements. On 28 September, the Fund reported that intake is still on hold.
  • SvitloDim — from UAH 100 to 300 thousand for generators, inverters, batteries and panels. Applications go through Diia, and the money must be spent within 45 days. The programme operates only in communities where an energy emergency has been declared.

“Green” tariff or subsidised loan

You cannot combine them: the programme rules explicitly exclude stations on the “green” tariff. For home stations of up to 30 kW commissioned in 2026–2029, NEURC set the tariff at 603.86 kopecks/kWh excluding VAT from 1 April 2026. From 1 July it is 613.31 kopecks. NEURC revises the rates several times a year; we did not find a decision for Q4. So the choice is this: either a cheaper start thanks to the compensation and subsidised rate, or selling surplus power to the grid.

Pros and cons of the programme

Pros

  • The 20–30% compensation arrives immediately rather than being spread over years.
  • No collateral, and for the first three years the rate is no higher than 7%.
  • The list of partner banks runs to several dozen names, and since 2026 the programme also covers generators and heating.
  • The bank only needs the seller’s total cost.

Cons

  • 0% now applies only in the first year, and from the fourth year the rate is market-level — around 20% or higher.
  • 30% compensation is granted only together with a generator.
  • Limits on area and income. Some banks add their own: age, down payment, area up to 250 m².
  • You have to send photos every six months, and late payments can cost you the compensation.
  • No “green” tariff and no selling electricity.
  • Energy Efficiency Fund grants for condominium associations are suspended.

Who it suits

The programme pays off for a homeowner who wants power during outages and is ready to repay the loan within three years. It is no good for someone who wants to earn money by selling electricity. Nor does it pay for those planning to repay over ten years: after the third year, interest will eat up most of the compensation. The terms have changed four times in the last year alone, so before applying, check the current version of the resolution and your bank’s page.
